I've seen the transcript (someone once posted it here) and from my view, he did call President Bush evil. It was sort of an oblique reference, but clear to me and many other people.
He also referred to President Bush as "the bullet that kills you" in a piece he wrote called "I AM NOT A BUSH REPUBLICAN"...which would tend to reinforce the idea that he isn't exactly a fan of the POTUS, and considers him a threat of some kind.
I guess what I don't understand is why people would get upset and feel like they have to defend Keyes from his own words. It's just stuff he said. Either people agree, or they don't...you know?

Remember the transcribing was done trying to use a tape of the speech which had sound quality problems.... No official copy of the speech was provided for the media......

It's just stuff he said.If he said it, and it's in his own words, then there wouldn't be a debate over it, would there? A lot of paraphrasing going on here. If you say "X called Y evil", you'd better have that quote ready that says "In a speech yesterday, X said, 'Y is evil'."
I have yet to see that quote.
