Rome, Oct 3 - Belgian Defence Minister Andre Flahaut revealed Friday that in June Rumsfeld jokingly threatened to send him to jail if he dared to appear at the meeting of NATO Defence Ministers in Colorado Springs in the western United States on Octobe r 8 and 9.

Rumsfeld, alongside other top US officials, had been targeted by Belgium's law of universal competence, which enabled Belgian tribunals to hear any war crime case regardless of where it was committed.

The law was repealed in August following heavy US pressure, to the obvious relief of Flahaut.

"At least I am somewhat reassured today as the last time I saw Rumsfeld in Brussels, I asked him: But if this law of universal competence does not change in Belgium, what are you going to do when I come to Colorado Springs".

"He replied: I'll put you in jail," said Flahaut, bursting into laughter.

Flahaut made the revelation at a news conference in Rome, where he was attending an informal meeting of EU Defence Ministers.

Sure, the story is funny but the actual joke is the "universal competence" law.
