Three years ago, California voters approved Proposition 35, a constitutional amendment that allows the state to contract with private companies for public work projects.

"The State of California and all other governmental entities... ," Proposition 35 states in part, "shall be allowed to contract out with private entities for architectural and engineering services for all public works of improvement."

Norm I fear that the redistricting plan in 1998 so insulated the legislature from public pressure that we are better served to concentrate on undoing the plan than to phone a legislator who just doesn't care what the electorate thinks.

Thanks for information however. The outrages are comming so frequently that I've simply become numb.
