I afraid this is bogus.

Could you clarify. The post is bogus or the Dow Jones story is bogus? I posted the story so I can attest to its authenticity (but, obviously, not its veracity).

If you do a search for Al-Siyassah you will find plenty of articles with them as the source. The are often referred to as being as "the pro-government newspaper Al-Siyassah," though aparently they were once suspended from publication for a period of 5 days because the quoted a Mullah who was critical of the Emir giving women the right to vote.

Back in June they published a story that stated that Bush and Blair would be visiting Kuwait on June 3rd to thank the Kuwaitis, before any such trip was announced by Bush or Blair. As it turns out a trip was planned for that date but was cancelled at the last minute do to "sercurity concerns."
So there you have it.
