What about US citizens trying to get out? Do you just allow unfettered travel by US citizens or what? And if so, how do you know what they're up to out in the world? They could be passing secrets or colluding with the enemy. I see this as problematic. After all, this is where the Chaplain seems to have run into trouble- travelling to Syria to study.
