The law's the law. It doesn't matter what it was built for; the road nearest my old apartment was made for cable cars.

Actually, depending on where you live, roads 'was' made mostly for cycling. Most roads where I live existed before a fraction of a percent of the population owned automobiles (or had ever been in one). They owned horses or bicycles.
Paving of roads is largely due to cyclists, not Henry Ford. The truth will set you free.
