Someone would have to do a little research on this, probably with a little shoe leather.
In the old days, Time used to be put to bed and post-dated by up to a week. That way, when it was mailed out, subscribers would actually see a date a day or so in the future instead of three or four days in the past, and they would figure they were getting the latest news hot off the press.
This is further complicated by the time of internet posting. But probably only an insider at Time Magazine could say when that story was actually written and when it went to press or to the internet. The date of July 17 is only a rough date. Almost certainly the real date is sometime up to a week earlier--therefore, possibly earlier than the story reported by Robert Novak.
