If all the combined brainpower at the FBI with access to some of the most sophisticated lab equipment in the world can't even figure out how the anthrax was made, maybe it's time for them to admit that poor, benighted old Richard Spertzel was right, and that only a tiny handful of people in the country could have done it.

It's not that only a few people can make it.
As I understand it, there are so many ways to make the anthrax that "reverse engineering" can't account for all the variables. So, they can easily come up with good "semi-weaponized" anthrax that's just as deadly as what was in the Senate envelopes, but it's not EXACTLY the same as the attack anthrax. Too many variables.
