Yes, Wilson was Glaspie's Deputy Chief of Mission. I have never seen it written that he spoke Arabic, so I take it for granted that he was an expendable bureaucrat and shipped from Africa to Iraq just before the war. Glaspie had so blotted her copybook that I believe that Bush was thankful for anyone who actually did a commendable job at the embassy in Iraq.
