My Dad just recently unearthed a 1956 souvenir book by Paramount Pictures, called "The Ten Commandments." It said, "THE GREAT SEAL -- On July 4, 1776, Benjamin Franklin, John Adams, and Thomas Jefferson were appointed to design a great seal for the United States. On Franklin's suggestion, Jefferson designed and proposed the following seal (never adopted) which depicted the Pharoah's hosts drowning in the Red Sea. The motto is taken from the words of Cromwell."
It also quotes Moses, saying, "Proclaim Liberty Throughout All the Land Unto All the Inhabitants Thereof." It comments that "This proclamation of freedom encircling the Liberty Bell is actually taken from the writings of the patriarch Moses. These are the last words spoken by Moses in the motion picture as a mandate to the people. (Leviticus 25:10)"
