That appointment was so bad, the only conclusion one can draw from it is that Wilson did it purposefully because he didn't want to have a serious rival in the California Republican Party. Wilson appointed Seymour because he knew he would lose.

There were certainly plenty of better qualified "RINOs" that Wilson could have picked who would have actually had a chance to hold on to the seat.
