Any word on the Saturn lawsuit against California? It might affect how automakers will respond to today's change in emmision standards.
On fuel cells: I have engineering experience in fuel cell development (6 years) and nuclear power (15 years). Fuel cells will never be commonly used in personal transportation. Cost, fueling and acceleration are very large obstacles to overcome. Fuel cells are extremely valuable for specialized applications, and if things progress well, they may be used for public transportation. I tend to believe that Bush's fuel cell policy is simply a novel way to jumpstart the nuclear industry.

Not without enormous subsidies (see Kyoto), although Toyota has a pre-production prototype now.
I think propane-powered fuel cells will be valuable toward providing night-time electrical power in remote locations with solar panels for use during the day. That would remove the need for transmission line losses and maintenance where there are rellatively few customers.
