Some of the schoolyard taunt of "Neener neener, I know secrets about you you don't want told!" is going on here. Suppose that Weasely Clark DOES know of some proposed program for taking out one Muslim country after another. From the sounds of it, this program was probably written by the regime of the "Former Occupant of the Oval Office, 1993-2001", in one of their flights of fancy they never meant to carry out.
But as happened on many of the schemes that were drawn up by the "Former Occupant of the Oval Office, 1993-2001", and lie mouldering in a file cabinet somewhere, the Bush Administration is simply ignorning them, as the vast majority of these planning sessions were half-*ssed and had no exit strategy for the objective described.
Weasley Clark is describing no active plans this Administration has under consideration.

The whole point is to inflame the møøselimb world against us, with the fervent hope that we get some really juicy attacks on US citizens HERE.
Then the Clark/Hillary! ticket can claim it's Bush's fault, that he can't even protect us on our own soil, and they have a nifty plan to make nice with the islamofascists Religion of Peace®.
