Regarding the credibility of the guy (Carroll). I don't think another LD is going to establish his credibility. LE has to take the info and look for corroboration. They can't put the LD on the stand and no jury (in their right minds) would believe a guy like this. I think it would be fairly easy to check out this story - cell phone records, rounding up Dirty & Skeeter, etc.

I agree. "Credibility" was a poor choice of words. Maybe "likelihood" that there is something to his story and they can then make the connections.
