Read up on the concept of "Fair Use". That is what allows limited copying.

Don't copyright laws apply to libraries too? I see people copying from books all the time, using library copiers. Bingo. The libraries are not only profiting from wholesale copying, but also facilitating the copyright violation by providing the machines patrons need to break the law.
