If the universities won't allow the presence of military recruiters, I don't see why the DoD shouldn't prohibit them from competing for research grants from the DoD's research agencies. It seems incongruous for the universities to accept grant money from the DoD and at the same time not allow military recruiters to set foot on campus. What's the next step, prohibiting the DoD officials who oversee the grants from visiting their campus to assess the progress of research being conducted with DoD funds?

If the schools are that anti-military and seeking grants for ANY KIND of research, I would be very suspect of the "research" they would be doing and it's overall success.
