Exactly what is the difference between Anarchists and Libertarians?

Anarchists may initiate force or fraud. They allow for no government structure and no laws.

Libertarians prohibit initiation of force or fraud. They advocate a government and a set of laws whose sole purpose is to uphold the rights of individuals.

I have heard the "force or fraud" line before. However, when you try to get down to specifics, all I have ever heard from Libertarians is they are against this law or that law or another law. The bottom line is, both are against all laws. That means there is no difference between them.
