We should restrict but adjust immigration to the combined level of unemployment, welfare, and SSI. Something like a total of 4% would be a good point --- when less than 4%, then have some immigration, when greater than 4%, cut off immigration. In this region unemployment is double digit and welfare is 38% --- that's almost more people not working than working, yet we're seeing very very high rates of immigration in spite of the large numbers of non-working.
