I am fairly certain the "executive orders" only have jurisdiction on federal property.

He meant to say how badly they can make George W Bush's polls. They have been attacking him daily for weeks now to get his polls down so Hillary can run. I have never doubted she is behind this horrific nonstop trashing of the President for this very reason.
