Does the yellow indicate that the worst is still over the ocean?

The dark blue is wind on the same level as the yellow. The yellow means there is still some nasty stuff to come unfortunately.

No, in that picture it's a relative wind. The blue and the yellow are areas of the same wind speed, but in the blue area it is blowing towards the radar station and in the yellow away from the radar station.
