At 10:30 a.m., Dominion Virginia Power reports the following outages: 19,800 on the Peninsula;

You'll have to forgive me.

I've only been in virginia since this spring.

And while I realize I live on "The Shore" I've lived on the DelMarva Peninsula for so long that it has taken me until about 10 minutes ago to realize that when a reference such as yours says "the Peninsula" it's referring to something entirely different than what I am used to.

Now if I could only figure out what area it refers to????

Geography of S.E. Virginia:

The Peninsula (abbreviated from Lower Peninsula)
runs from Williamsburg to Hampton, the land between the James and the York rivers. Newport News, Hampton, York County, Poquoson.

(Middle Peninsula lies between the Rappahannock and the York rivers. Northern Neck lies between Rappahannock and Potomac rivers).

The more general term "Tidewater" could refer to anything from the ocean to the fall line.

The term "Hampton Roads" includes the cities of Newport News, Hampton, Chesapeake, Portsmouth, Norfolk, Va. Beach. (even though Virginia Beach doesn't touch body of water Hampton Roads -- the confluence of the estuaries of the James, Elizabeth and Nansemond Rivers).

Eastern Shore is the counties on the eastern side of the Chesapeake Bay. Accomac and Northampton.
