I think it was Ann Coulter or someone else on Fox News that was talking about Clark. There was friction between him and Clinton over using Black Hawk helicopters in Kosovo. Clark wanted to, Clinton said no. Then she briefly touched on Clark being booted by Clinton and I'm assuming it was over the way Clark wanted to run the program over there. There was also a mention of the bombings. Seems that Clinton issued an order for "no military casualties" and would not allow the planes dropping the bombs to fly low enough to do their job. He was afraid they'd take some artillery. Supposedly, they were flying so high that they could not accurately hit their targets and civilians were being unnecessarily hit. The pilots finally begged to be able to do their job properly saying they'd rather put their lives on the line in the air than take any innocent lives on the ground. I'm wondering if the bombing of the Chinese Embassy couldn't be related to Clinton's order.

Here's a question in need of investigation: How many civilian casualties were there in the tiny Kosovo conflict vs the much larger take-down of Iraq?
