Actually my comments are based upon disaster work as well as 911. There was no real panic during the Three Mile Island event. Everyone evacuated without incident and life went on as usual. As it turned out the actual release of radiation from TMI was quite small and amounted to a tempest in a teapot.
Most everyone now knows how to handle a radiological bomb, particularly in our urban centers and I would expect to see people helping each other just as they did on 911 if this should ever occur.
