Good question Dolphy. I always make sure to make the point in my posts on this subject that I am talking about INDIVIDUALS not whole agencies. This is a typical leak by someone in an agency who felt they were not listened to...
SOMEONE in CIA, DIA, whatever, felt that they saw 9/11 coming and the upper levels ignored their evidence and analysis...
These things are ALWAYS political within the agency. The most fascinating part of Newman's analysis of reaction in CIA in the Oswald case was how the Soviet desk was always kept in the dark about Oswald. The information was kept closely within the Counter-Intelligence desk and hoarded by James Jesus Angelton. This also gives credence to the likelihood that Oswald's true identity was that he was a "cutout"; a guy given low-level intel duties so that his IDENTITY could be used by others for more important missions.
His whole bogus "defection" to Russia mostly served to give them a great "legend" for his name, so that he could be used to tar other organizations that US Intel wanted to infiltrate or discredit. This explains his highly visible leafletting in New Orleans in support of Castro and his visits to the Soviet and Cuban embassies in Mexico City (Under the excuse that he was trying to get a visa back to USSR or Cuba.)
In the case of Posner's latest book, you don't get the kind of access he gets to intel sources unless someone has an agenda and a voice that they feel is not getting heard. Again, I'm not saying there isn't some truth in what he is writing, what I AM saying is that there is a bias; an agenda. Go in with your eyes open.
