Kline is just scaremongering. This is about two retarded boys in a group home. If the older one had had sex with a 14 year old girl, he'd have gotten a slap on the wrist; since he had sex with a 14 year old boy, he got 17 years in the slammer. It has to do with equalizing laws re heterosexual and homosexual sex with children, so as not to end up with idiotic outcomes like the one in this case.

Sentencing guidelines for crimes in Kansas is the business of the state of Kansas. Not the federales or their neo-federales supporters.

If the people of Kansas have decided that homosexual rape delivers more harm to the victim than heterosexual rape, then it is their perogative to adjust the sentencing accordingly.
