His second step is to start the initiative process to get it on the March ballot and let the people themselves vote on it. Given his working relationship with others in the legislature, this will be his SOP. He won't get jack done. He will be laughed out of office.

Who is going to pay for all of these initiative petitions? Getting something onto the ballot in this state isn't cheap.
