Somebodies brother just got a nice hunk of change to sell something that cost him nothing to distribute. Could you kindly explain how a company that distributes software essentially for nothing can out-corrupt a company like Microsoft with some 40 billion dollars in its bank account?????????????

The Linux company didn't approach the Berlin government. Someone working inside or outside came in and said switch to this thing and blah, blah, blah. But, what he really said was hey show me some love and I'll show you some love. Government does not do things to improve efficiency. Sorry, it's corrupt.
The somebody who offered to sell and install the software is the one who is going to make the money. Same as the guy who sells them Windows. He couldn't make money reselling them Windows (at least until they remove the windows software).
And in a few years, someone else's brother (or sister) will be in saying you can solve whatever you are having today by buying this new software.
My point was not that it did not happen. My point was that whoever the Berlin government picked doesn't speak to the quality of the product. It speaks to the integrity of the person selling the product. It would be true if they were selling them Windows. It's just business.
And I meant "Somebody's".
