LOS ANGELES -- Oscar Rodriguez, a 30-year-old photography major at East Los Angeles College, says he's a registered Republican. But, he says, "I usually go for who has the better speech."
He says he voted for Gray Davis in 1998 because he resented then-Gov. Pete Wilson's support of Proposition 187, intended to cut public services to undocumented immigrants. And he voted Democratic in 2002 because he has cerebral palsy and is concerned about cuts to Medi-Cal.

Also, he's likely a Democrat. The statement "I am a registered Republican" is really, when you look at it, nothing but semantic noise.
For a registered Republican, of course, it's the truth.
But a leftist, utilizing his situational (relative) morality that defines "truth" as whatever is needed for the advantage of the instant situation, would have no problem making that very same assertion were it needed -- such as to make a point for the left-wing press.

BTW. Where did the author dig this guy up. Standing outside a handicapped restroom at a bodega?

Sounds like a voter in conflict with his own benefits. He's supporting public services to undocumented immigrants WHICH, in effect, competes with citizens' benefits under Medi-Cal.
