Like many California employers, restaurateur John Pickerel wonders if lawmakers this week have written the right recipe to stop his skyrocketing workers' compensation insurance costs. "I'm hopeful, but not optimistic," said Pickerel, owner of the Winters-based Buckhorn restaurants. "The workers' comp (bill) has to go down."
