I don't get it. What crime is this guy guilty of?
If he offered nothing would a crime have been
committed? How about an evening out on the town,
dinner, a movie, and then a look at his artwork
at his apartment with a nice bottle of champaign
in exchange for a "romantic night"? Would a crime
have been committed now?

Suppose instead of tires from his place of employment,
he offered a diamond necklace or ring? Or suppose he offered
her a new car or a new place to live? Where's the crime?

His offer placed a monetary value on her performance and had him soliciting prostitution. According to this logic, she could have been arrested had she accepted.
