I'd have to guess that it's Houston, since the email was sent by the Harris County Rats, and Houston covers most of the county, as well as parts of others.
I have no idea where this reflecting pond is, though. It's probably some dumb fountain downtown. I avoid going downtown as much as possible, although I had to go there today for business reasons.
My guess is that 30 Rats will show up for this at most. The Harris County Democrats are pathetic at best.

Heck looks like Houston Texas to me out next to the 'Reflecting Pond in Herman Square' by City Hall..... Kinda like Jethro and his 'cement pond' out back........
