Another major global polluter, China, said earlier that it had ratified the Kyoto Protocol, even though it was not bound to because it is considered a developing nation.

What the heck?
Isn't pollution still pollution? If we find a politically correct excuse, can we forget about it, too?
OK. It hurts our self esteem. How's that? Now we're safe.

Why don't they just steal the technologylike everthing else. Without the development costs, it would be relatively trivial to bring their "developing" country up to speed.
