Yep. The price point they are going to have to beat to get any traction in the marketplace is one I have occassionally seen on other Linux distributions -- free after rebate. And if the rebate check fails to arrive after ten weeks, will the State Department lodge a diplomatic protest?

No, the State Department will probably purchase the damn thing at an outrageous price, and no doubt loaded with lots of backdoor code for spyware.
