You're unto something there.

Cops can find the main shut-off valve outside the house, shut off the water, and watch the druggies going berserk wondering why the toilet tank is dry. . . LOL!

On a more serious vein, yes, it is time to revise our current procedures and excuses for dynamic entries. In this case, a small-time pothead with a medical condition should have been served a regular warrant, IMHO.

But regular warrants don't let the cops use all their toys - and cops are the ones asking for the warrants in the first place. Ergo ...
