Where the heck in Maryland do you live? There are definitely laws against creating a public nuisance/health hazard of the type you describe here.
I'm about five miles north of Gaithersburg, smack in the middle of over-regulated Montgomery County. And yes, it was a public nuisance, and yes, there are laws against it, which is how we got this charming foreign gentleman to stop hanging skinned animals up on his deck. Otherwise he was adamant that he was not going to alter his precious cultural and culinary traditions for the convenience of us black and white folks.
Of course, this was nearly a dozen years ago, when everybody was so much less enlightened than they are today. If we tried that today I imagine the ACLU would have our American backsides in court.
