Terrorists became convinced in the 90's they could get away with it and became bolder.

Since 9/11, we went to war and history has taken a different turn. We have taken the fight to the enemy.

I've always said that you can't ignore bullies. It only emboldens them to commit even more serious offenses. When they are ignored by the people they prey on, they look at that as a sign of weakness and use it to their advantage.
