They will be able to travel freely anywhere in the US with their perfectly valid CA driver's license, which is honored in every other state.

A quick way to put a stop to this nonsense would be for other states to refuse to recognize a California drivers license. Start busting Californians for driving without a license the minute they cross the state line.

I'd heard that one state (IIRC Colorado) had threatened, that if this law in CA passed, they would refuse to honor CA driver's licenses as legitimate forms of ID. But I think they would still have to accept it as a license to drive.

I'm pretty sure you can't obtain a license in a state unless you are a resident of that state. That is why the other states have reciprocal agreements to honor each other's licenses. So, if a state refused to honor CA licenses for driving purposes, then no one from California (including American citizens) would be allowed to legally drive in that state.
