What of the idea of not allowing newly registered people post for a given amount of time, or not post pictures until they've been "approved" or something....

Because then they just sign up and wait until they get approved before doing it. Such measures don't prevent this sort of thing, and just prevent honest newbies from being able to join in.

A good solution would be to find a way to limit the number of posts someone can make over a certain period, say no more than one post per minute, so that those posts can be purged before they innundate so many threads.
