Hillary Clinton is now accusing Bush of breaking a "president-to-president" promise she said the Republican made to keep the AmeriCorps program intact.

To be consistent on usage, the writer should have used "president to President", since the major papers did not stop capitalizing the name of the office until GWB took over in 2001.

Maybe I'm a little slow today, but how can a program need an additional $100,000.00 in order to meet current expenses?
