SB 60: Shameless Pandering

by Senator Bill Morrow

The desperate grasping and shameless pandering for votes in the upcoming recall election has just undermined your safety and security.

On September 3rd, 2000, the Legislature – once again – outrageously failed our state. Bowing to the political dictates of the liberal majority in Sacramento, the Senate approved Senate Bill 60 (Cedillo) and sent it on to the Governor. The Governor says he’ll sign it.

This measure will permit illegal aliens and those without proper identification to obtain official California driver’s licenses! This is madness! Especially in the current terrorism environment.

What do we say to the surviving families of those who lost their lives nearly two years ago in the devastating storm of events on September 11th perpetuated by the terrorists who used driver’s licenses to help carry out their plot? I believe that we as a nation need stronger borders. And we must strengthen laws for obtaining government documents used for identification purposes

Not too long ago, this bill was vetoed twice before by Governor Davis, "…the tragedy of September 11, made it abundantly clear that the driver's license is more than just a license to drive; it is one of the primary documents we use to identify ourselves." Furthermore, Davis indicated, "the states of Arizona, Florida, New Mexico, and Texas all require that a Social Security Number be provided to their Department of Motor Vehicles. California should not embrace a weaker standard than those imposed by other southern border states…" Senator Cedillo, admitted that he made no attempt to meet the specific anti-terrorism safeguard conditions demanded by Davis last year.

Under this bill, will a California license continue to be a valid form of identification? NO!

Some states have indicated this bill would force them to refuse to accept the California drivers’ license as valid identification.

Will SB 60 protect against identity fraud? NO!

SB 60 will open the floodgates to widespread identity fraud by severely weakening the proof of legal residence requirement for obtaining a California driver’s license. Removing the proof of residence is a recipe for disaster. SB 60 relies on a Individual Taxpayer Identification Number (ITIN) rather than on a social security number, but according to the Internal Revenue Services, ITINs are highly suspect because, "we accept these documents at face value without validating their authenticity." As a result, the DMV will have no means of ascertaining the veracity of the documents.

Furthermore, when applying for a new driver’s license you will notice that the applicant is asked if they would like to register to vote. All that is needed to do this is an address and a signature, because you will have now a driver’s license for the proper identification. SB 60 should be called the Illegal Alien Voter Registration Act for California.

In the past Governor Davis has expressed his reservations with opening up the drivers license to wholesale fraud. However, times have changed. Now facing a recall election a desperate Gray Davis, who has twice vetoed similar bills with far more protections at the recommendation of law enforcement officers, said he would sign the current bill "in a heartbeat." An open and shameless political ploy to win Latino votes.

Some Latino groups are awaiting a position from the White House on the debate over the cards, which they say will be a measure of his commitment to Hispanics.

So the race card continues to be played by radical activist groups. How soon will the Bush administration cave on this one ? Good-bye America.
