When you fly on the FedGov's dime, the frequent flier miles belong to the FedGov, and can't be used by the traveler for upgrades or any other consideration. That rule was changed in 2001. See Guidelines for Official Federal Travelers;Using Frequent Traveler Benefits :
On December 28, 2001, the President signed into law S. 1438, National Defense Authorization Act for Fiscal Year 2002. Section 1116 of this law authorizes Federal employees to retain promotional items, including frequent flyer miles, earned on official travel. This travel advisory provides interim details regarding this new authority.

One problem with FReeping is that there is always somebody out there who knows more than you do.
So she gets to keep the FedGov's own frequent flier miles now. But what is the procedure for an airline when no first class upgrades are available? Does it give you a row in coach?
