There was an episode on CSI, which delt with a coller device that looked a bunch like this one. It was designed to detonate if tampered with, via contacks in the coller.

Pizza boys, UPS drivers, postal carriers, meter readers, and school crossing guards are ideal "suicide under protest" couriers for anyone wanting to really screw with the "system".
I wonder if our CIA has any plans like these in foreign operations arena's? America does tend to write the book on psy-ops and covert dirty tricks ya know. Maybe someone is uctually using our playbook which may have escaped from pandora's box?

When I first heard about this I immediately pictured it as as an X-Files teaser. I halfway expect Krycheck to be involved.
It would make a great CSI too.
