Temporary nets for me mean short term welfare or unemployment unless people are truly crippled.

I think it wouldn't be the worst thing to put those refusing to get off of support into tent cities where it gets hot, cold and not very private. By making people comfortable on handouts, you breed dependence and a contempt for work IMO!

That is another issue for sure.
