If a national sales tax were only applied to new merchandise, The poor would have some immunity since they buy alot of used goods.
It would also be a good idea to make groceries exempt.

It would also be a good idea to make groceries exempt.That defeats the purpose of the VAT as a disincentive to illegals. All that many buy is food and shelter.
