What would happen is illegal aliens would bundle up their store reciepts and sell them to legal immigrants who will be happy to scam the IRS. So many recent immigrants, leagl and illegal are in on scams and frauds. Messing with your VAT/national sales tax would be child's play for them.

Point well taken. However, I could envision limits to VAT refunds based on location of residence and number of dependents that would limit the scams.
