Is it possible for the United States to "retain a continuing capability to send people into space" without NASA being in charge of that? YES,YES,YES!
We are in the middle of fundamental and historical shift away from government programs providing access to space to private enterprise providing real solutions to this. I wish more people understood what's happening at this point in history, but that's ok, it's going to steamroll into peoples consciousness soon enough.

The US Air Force will one day assume the responsibility of defending and militarily dominating the ionosphere and the exosphere. let the Air Force take space exploration over. They deal with aerodynamics for a living and are not shilling for environmental extremists.

End the policy BS and years of wasting taxpayer's money. Get the government out of the (non-defense) space business. Abolish NASA. Sell its assets to private companies for their use in commercial local and interplanetary development.
