Obscure traffic laws, eh? We have some of those in my community, like forcing folks not to double-park or block the driveways of residents. That kind of obscure laws?
But, if you _know_ of these cities, please tell me their names. I'd like to look into this.

These people weren't double parked or blocking driveways, but your effort to find a pretense to go after these Bible studiers speaks volumes. They were parked legally. The police weren't able to break up the gatherings (which, again, were for the purpose of studying the Bible together, something which I'm sure offends you greatly), but there was the intimidation factor, on the basis that the cars "took up all available parking" on the street -- a huge inconvenience, I'm sure, since the study gatherings last all of 90 minutes to two hours.
