Maybe this is another Big Picture, different from the Big Picture you're looking at. As far as the SecDef, I'm not that impressed. They are fool's if they think this will be the end. To somehow equate the presence of some in Iraq with Iraq remaining the battlefield is pure foolishness, the whole time knowing the feds are watching suspected sleepers in 40 different States, and these are just the ones they know about.
