Bush administration to study environmental impact of Mexican trucks

The Bush administration will comply with a federal appeals court order and study the environmental impact Mexican trucks would have on U.S. roadways, the Transportation Department said Tuesday.

The 9th U.S. Circuit Court of Appeals stopped allowing Mexican trucks on American roads in response to a lawsuit filed by environmental, labor and trucking groups. The groups said the Bush administration had not determined the impact of emissions from the trucks on the environment.

NAFTA Arbitration Panel awarded Mexico $2 billion per year on US refusal to admit Mexican trucks

Mexico can take this award either in cash or retaliation, but has chosen to do neither. Last spring there was talk in the Mexican Congress of implementing retaliation, but they decided to wait it out thinking the EIS would be completed this summer.

When the 9th made its ruling, they stated: US trade agrements are noble, but they don't trump US environmental law. Message to the 9th: It is a regulatory taking and Mexico must be compensated.

Sometimes good causes find strange allies. The liberal 9th stepping in to thwart this open border measure reminds me of when KKK-Byrd killed W's attempt to sneak an illegal alien amnesty through Congress.

Mexico has not complied with NAFTA ---- they have kept many farm tariffs ---- they can't comply with NAFTA or the campesinos shut down their highways and the border.

Plus I'm sure you are well aware of the July election results in Mexico. The voters took a sharp turn to the left --- the PRD party was the one that came out ahead. They slapped Fox and his party down quite well.

In case you weren't watching the July elections:

Election blow for Mexico's Fox

The nice thing about a democracy --- Fox might have tried to pull a power play and force NAFTA on the Mexican people ---- but they still have free elections and they'll be rid of PAN and they're moving toward PRD --- the anti-NAFTA party.

Yes, a solution on the leg quarters was reached by industry. The reality is that the US producers knew they would lose in arbitration.

Tyson and Pilgrims Pride both have extensive operations in Mexico and they will expand there. It will enhance their profits. And Mexico will get futher capital investment.

There are two things you are missing:

There are methods of settling disputes and Mexico has a keen interest in doing what they can to keep consumer prices low.

I think what you're missing is the rejection of the PAN party (Fox) in the July elections. They lost 25% of the seats in Congress, the anti-NAFTA party PRD won the most --- the next presidential election is in 2006 --- but PAN won't win. Fox is done.

Dear Mr. President,

How about an environmental impact study of Mexicans PERIOD!

Illegal immigration is draining this country. $7.4B for education alone. Free health care for illegal immigrants in our nation's emergency rooms has to be at least 10 times that amount. Please quit trying to buy legal immigrant votes with our tax dollars. We just can't afford it. You picked the wrong issue with which to appeal to legal immigrants.
