My solution to Chechin problem. Give land to armed Cossak and then give $10,000 bounty on each head of dead Chechin "militant" islamic.

I would not like to make these fellows angry, not at all.
Many of the Cossacks welcomed the invading German army in WWII as liberators (as did many Ukranians) due to their persecution under Stalin. The Nazis didn't treat them any better than they did the rest of the Slavic world, though. And then after the Red Army reconquered those areas, the NKVD took their revenge.
A very fierce, very proud people.
